I have been having attacks where my heart race increases, my body starts to tingle, I have a burning feeling that feels like it is traveling through my blood, my chest hurts, and I get shortness of breath. Would this be categorized as an anxiety or panic attack? If so, how can I stop them?

I would say it is one.
When your blood races, whether from running, or panic attack, yes you feel your blood. Your blood pressure goes up horrible (mine was190/240). Your body responds in all kinds of ways, and yes if you have a weak ticker, it can kill you. Most people go to ER for this reason. They can give you meds to relax you, but ultimately you/or pills need to get control of it.
You first of all need to calm down. Think on relaxing things (I know it is hard, but RELAX), nice music, deep breaths, slow and deep. When you get under control, think about the thing that upset you, is it really that big of a deal (you start feeling panic, start relaxing again), face your fear.
